No picture when using Surface 4 (mDPDock)
Has to go display setting and change dp 1.2 to 1.1.monitor displayport version to 1.1 or disable Dispalyport 1.2 on the monitor.

Do i get usb 3.0 connectivity when plugging the dock to my macbook pro 2013's mini display port and usb 2.0 port?
The adapter should work with the MacBook Pro 2013 model. Upon checking, the 2013 Macbook Pro, should have USB 3.0 Ports. (mDPDock)
So far I love it works great and does everything I expected it to do. However, lately It seems to cause wifi internet connection errors. As well as slow internet speeds. I don't have the capability to use the lan port. I have a 2017 MacBook Air macOS Catalina 10.15.3. Is there anything I can do I fixed the wifi connection errors it causes. When unplug It I can connect to internet and internet is fast. Plug it in and Internet speeds are really slow. If dock is plugged in before internet connection. My PC will not connect to internet.

Does it support an external HD? If it does, does need the extra external power supply?
Yes, it does support an external HD. And no, it doesn't need an extra external power supply. Power is drawn from the USB bus, so make sure the USB cable is connected to your system's USB 3.0 port.
What is the benefit of connecting the 5V DC electricity?
It's optional for our own use to measure the electrical current. It's not needed for the end users.
