The adapter should work with the MacBook Pro 2013 model. Upon checking, the 2013 Macbook Pro, should have USB 3.0 Ports. (mDPDock)

Yes, it does support an external HD. And no, it doesn't need an extra external power supply. Power is drawn from the USB bus, so make sure the USB cable is connected to your system's USB 3.0 port.
It's optional for our own use to measure the electrical current. It's not needed for the end users.
